Holiday Monday: Ever read 5 U.S. Code § 6103?

Which says, in too many words:

(3) Instead of a holiday that is designated under subsection (a) to occur on a Monday, for an employee at a duty post outside the United States whose basic workweek is other than Monday through Friday, and for whom Monday is a regularly scheduled workday, the legal public holiday is the first workday of the workweek in which the Monday designated for the observance of such holiday under subsection (a) occurs.

This subsection, except subparagraph (B) of paragraph (1), does not apply to an employee whose basic workweek is Monday through Saturday.”

This little corner of the law is very useful to remember.  Because we are reminded of just how small “the United States” really is, in legal terms.  It may be construed as only the Washington D.C. district.  Thus, the (several) States are outside of “the United States” which, since was it 1933 (??) is a corporation now, anyway.

And that brings us to Mr. Ure’s Collective Bargaining Agreement Negotiating Point of the Year (CBANPY):  Do YOU get inauguration day off?  It’s a huge gimme!

“(c) January 20 of each fourth year after 1965, Inauguration Day, is a legal public holiday for the purpose of statutes relating to pay and leave of employees as defined by section 2105 of this title and individuals employed by the government of the District of Columbia employed in the District of Columbia, Montgomery and Prince Georges Counties in Maryland, Arlington and Fairfax Counties in Virginia, and the cities of Alexandria and Falls Church in Virginia. When January 20 of any fourth year after 1965 falls on Sunday, the next succeeding day selected for the public observance of the inauguration of the President is a legal public holiday for the purpose of this subsection.”

Which leaves us pondering why the (Several) States don’t get either an income tax discount (not a workday, right) OR – in the genuine patriotic manner intended (for surely not as a worker -bribe, right?) why the rest of the Union doesn’t get Inauguration Day as a paid holiday.

If course, in a country with (latest county) two Independence Days, 97 racial subtypes, and 68 genders, absolutely nothing surprises us.

We regular working stiffs are not-yet a Protected Class for the purposes of Manipulation and Division, Political Bribery and Power Aggregation.

The comments you received yesterday on the death of Zeus showed a heartfelt group of life experienced readers. Unlike other sites I (used to) visit regularly, your readers come from all walks of life but show a common bond for what you do each day with your factual assessment of markets and world events mixed with a healthy sense of humour. Thank you and hoping we get well into 2023 before someone pulls the plug.

Back to your thesis on healthy aging, hydration is again shown to be very high on the list. Something to think about in case of the potential water/heat/hydro interruptions that may well visit us this year.

    My deepest sympathies on losing your family member. I never had cats when I was young, but adopted six over the past few years that would have frozen in extreme weather. One now follows me and waits for me everywhere I go and is always on my office desk. One taps the drawer handles for treats. What great loyal pets and I can understand how a little piece of your heart is missing.

    • Canada has a multi party system. Currently Trudeau is in a coalition government with another political party. I was shocked to read about an election held in Mississauga Ontario Canada in which a Liberal won a landslide victory. According to media reports the Liberals wiped their coalition partners out with that election. Trudeau is so confident because he knows that if his coalition government falls he will win a massive victory on election night.

      To be perfectly blunt, Trudeau has never been stronger. Liberals have the broad support of enough voters to win big. It’s sad but that guy is invincible. All the scandals dutifully reported by the media are simply ignored by the voters. Some of Trudeau’s scandals are bad, nothing sticks.

    – I have been working on – ‘a plan’.
    – I am going to rebuild all of my raised beds and add two more – just as soon as all this white stuff melts. Time-line, materials, irrigation, labor.., yada-yada., has been worked out.
    – The second part is what I would like you to help me with. I have a “45 Day Garden” planned out. To try and beat the heat. I have found several kitchen staples that fit and have good results in the 45 to 60 day seed-to-table plan., and have multiple seed packets for them. [Green house assist on a few.]
    – If you have tried., or know of any vegetable that fits within the 45-60 day time-frame, I would greatly appreciate it.
    – I will gladly share the results., if any one is interested.

        Forest Fire – 45 – 50 days [ Oregon developed ]
        You can take a week, or so off of these times by starting in the green house.
        Lettuce? – Take a look at /Tom Thumb’. 45 Day I grew three – in 12 oz styro cups under a spot grow-light on the edge of my art table = worked great – had fresh home grown lettuce for thanksgiving.
        Don’t care much for mustard greens – but found a great spinach – most take 38 to 50 days.., and can be used in a variety of salads and cooking.
        Green onions / bunching onions – there are many at 60 days., one I could find at 55 days – HESHIKO BUNCHING ONION = great flavor. But these do not mind the heat so much., so 60 days is acceptable.
        There are many more.., a little search is all it takes. Currently looking for a fast maturing corn…, and the fastest potato, that also stores well.
        The search continues.

    • Try not to limit yourself to such a narrow time frame. Mostly lettuce, and greens can get boring quick. Consider mitigating the warmer and drier weather with shade cloth and row covers.

      • I absolutely want the shortest time-frame. A lot of vegetable can handle higher temps.., a lot can not. I am working on getting at least one full crop of veggies ‘before’ the 90’s and 100’s set in.

    • Sam’s here in FL has been out of $4.64/doz eggs most of the time for the last several weeks. Other stores have intermittent availability. Just bought organic cage-free today at Publix for $5.25 as the stocker was putting out house brand eggs on the next shelf that were presumably antibiotic loaded from presumably miserable chickens and priced at $5.69. Don’t need Nostradamus or California tremors or Putin mind-readers to tell me something is brewing; the chickens know.

    Eventually, you’re gonna get tired of that. I never got tired of betatesting, but I also tested a couple hundred programs per month, every month for years, none of which were Redmond products. I had a rock-stable Win3, Win95 and later, Win98, which I spent 10 minutes reloading once per week (and whenever something I was testing, utterly shit itself and my testbed.) Now, with computers that’re several hundred times more-capable, you can’t load the hardware drivers in 10 minutes (you probably noticed…)

    Do you honestly use the slight added functionality of *.XLSX or anything beyond Word-6? I build/store my stuff in *.XLS and *.RTF because I don’t. They’re much more stable, much more generic, much more portable, and if I don’t need the 2% more functionality of *.XLSX or *.DOCX, why would I dick with any Office files at all?

    You’re the one preaching “careful and conservative” growth rather than wild investing. Don’t forget, the one truly precious thing we have is “time,” and these damn’ boxes are created to be our servants, not our masters…

    • I think the phrase Green Genocide works.
      Note that the wind power worked out well in this last outbreak of frigid weather. When the arctic front blew through with gale-force winds, I saw the Texas wind machines cranking out as much as 44% of the Texas grid power at one point on the Ercot website. This kept the natural gas speculators in line for a while as the gas turbine power plants backed down on output. That is the way the system is supposed to work.
      Preliminary indications are that the Madden–Julian oscillation (MJO) may be moving into the coldest phases in late January into February. If this happens, we will see another blast of cold air comparable to what almost brought the grid down previously when the wind machines went offline due to winterization issues, and the natural gas leaches starting gouging. We will get to see if wind turbine owners have gotten there winterization right at that time.

    Justice Department is concealing 400 pages of ‘sensitive documents’ laying bare payoffs and gifts to Hunter and Jim Biden from China, Russia and Ukraine – after acknowledging the records exist

    Colorado lawyer Kevin Evans sued the department in March after it failed to comply with his request for records on the Bidens’ dealings under the Freedom of Information Act. Evans, a FOIA expert, asked for documents pertaining to ‘any relationship, communication, gift(s), and/or remuneration in any form’ between the president’s son Hunter or brother Jim, and China, Russia or Ukraine. He said government lawyers first admitted in court to having at least 400 pages of ‘potentially relevant’ documents – but are now trying to get away with saying they can ‘neither confirm nor deny’ the existence of any records that match his request.

    On Oct. 19, the Skellefteå district court handed a guilty sentence to the 15-year-old for attempted murder and aggravated rape. On Nov. 30, a forensic psychiatric investigation determined he “suffered from a serious mental disorder both when he assaulted Luna and now.” The investigation also concluded that there is a high chance the 15-year-old could commit another serious crime if he were released. On Dec. 14, the 15-year-old was sentenced to forensic psychiatric care with a special discharge examination by the Skellefteå district court. It is unclear how long he will be detained at the facility.

    Apparently, he also suffered from a “mental disorder” when he raped all those other children, and an adult woman.

    • The mental disorder comes from being raised in a Hell-hole and thinking this is normal human activity. Send him and the bureaucrats that let him in back to where he came from.

      • Unless it is a “process crime” or legal judgement for (over)-protecting oneself or retaliating against someone who is (or was) hurting them,

        ALL people who commit a crime are insane at the moment they commit the crime.

        I consider mental or insanity defenses to be a defect in our criminal codes.
